Hazards to persons living in homeless (houseless) encampments in Alto, include fire risks, mold and mildew, landslides, hazards of diseased pests and rodents as well as a continued threat of violence. The lack of access to Alto infrastructure (e.g., shelter, stormwater management, water and sanitation systems, electricity, heating, trash services) greatly increased the homeless environmental risks to exposure.
